مہربان فاونڈیشن رنگ و نسل قوم و ملت کی تفریق سے بالا تر ہوکر انسانیت کی فلاح، تعمیروترقی کے لیے تعلیمی، تربیتی اور معاشی منصوبوں پر کام کررہی ہے۔
1۔اغراض و مقاصد
(الف) مذہبی مقاصد مہربان فاونڈیشن
- نظریہ اسلام کو فروغ دینا۔
- تبلیغ کے ذریعے انسانوں کو اسلام کی طرف راغب کرنا۔
- پرائمری اور سیکنڈری سطح پر سکولوں کا ایک ایسا نیٹ ورک قائم کرنا جو رسمی ، پیشہ ورانہ اور دینی و عصری تعلیم کا حسین امتزاج ہوں۔
- نئی مساجد ،دینی مدارس ، اور محلے کی سطح پر مکاتب قرآن کا قیام۔
- لوگوں کو قرآن و حدیث اور سنت کی روشنی میں اپنے مذہبی، معاشرتی، معاشی مسائل حل کرنے کے لیے رہنمائی کرنا۔
- اسلامی تعلیمات کے فروغ کے ساتھ ساتھ اسلامی قانون کے نفاذ کے لیے پرامن جدجہد کرنا۔
- علاقائی سطح پر بچوں اور بڑوں کے لیے بنیادی قرآنی تعلیمات کی کلاسوں کا اہتمام کرنا۔
- ان مقاصد کے فروغ کے لیے میگزین، جرائد اور رسالے وغیرہ شائع کرنا، اور سوشل میڈیا کا بھی بھرپور مثبت استعمال کرنا۔
- مہربان فاونڈیشن راولپنڈی، اسلام آبادسمیت خیبر پختون خواہ اور آزاد جموں و کشمیر میں واقع ان اداروں کا انتظام بھی سنبھالے گی جو اس کے حوالے کیے جائیں گے۔
(ب) میڈیکل/طب و صحت کے مقاصد مہربان فاونڈیشن
- مہربان فاونڈیشن ضرورت کے تحت مخصوص مقامات پر میڈیکل ڈسپنسریز کا قیام عمل میں لائے گی۔
- مہربان فاونڈیشن مفت میڈیکل کیمپ، اور طب و صحت سے متعلق لوگوں کو آگاہی وغیرہ کا اہتمام کرے گی۔
- انسانی فلاح وبہبود کے لیے متعلقہ سہولیات قائم کرنا۔
- مہربان فاونڈیشنمریضوں کے لیے ایمبولینس سروس اور تجہیز وتکفین کا بندوبست کرے گی۔
(ت) سماجی مقاصد مہربان فاونڈیشن
- انسانوں کے درمیان محبت کا ایک ایسا رشتہ پیدا کرنا جو رنگ ونسل اور ذات وبرادری کی حدود سے بالاتر ہو۔
- بلا تفریق دین و مذہب اور قوم و ملت ساری انسانیت کی خدمت اور انسانی جذبے سے معاونت کرنا۔
- مہربان فاونڈیشن معاشرے سے مسلکی اور فروعی اختلافات کی بنیاد پر فرقہ واریت کے خاتمے کے لیے جدوجہد اور مختلف طبقات کے مابین اتحاد و اتفاق کی فضا قائم کرنے کو کوشش کرے گی۔
- مہربان فاونڈیشن کے مقاصد کے حصول کے لیے سکاوٹس/رضاکاروں کی ایک ٹیم تیار کرنا۔
- نوجوانوں کو ہنر مند بنانے کے لیے کورسز ،تربیت اور ٹریننگ کا اہتمام کرنا۔
- بیروزگار افراد کو روزگار پر لگانے کے لیے موٹیویشن،رہنمائی، مشاورت اور مالی مدد فراہم کرنا۔
- غریب خاندانوں کے لڑکوں اور لڑکیوں کی اجتماعی شادیوں کا اہتمام کرنا۔اور معاشرے میں پھیلی بے بیناد رسومات کی اصلاح کرنا۔
- علاقائی سطح پر خواتین کی دینی و عصری تعلیم کے ساتھ ساتھ انہیں ہنرمند بنانے کے لیے پیشہ وارانہ تربیت اور ٹریننگ کے مراکز قائم کرنا۔
- مہربان فاونڈیشن مدارس کے طالبعلموں کے لیے جدید تعلیم/کمپیوٹر کورسزکا بندوبست کرے گی۔
- دنیا بھر میں سیلاب، زلزلے وبائی امراض اور قدرتی آفات سے متاثرہ لوگوں کی مدد کرنا۔
- صدقات، زکوۃ کے ذریعےیتیموں، بیواوں اور عطیات کے ذریعے بنی ہاشم سادات کی مدد کرنا۔
- دوسری سوسائیٹیوں، تنظیموں، فاونڈیشنز اور ٹرسٹس وغیرہ کے ساتھ مل جل کر کام کرنا۔
مہربان فاونڈیشن ایک فلاحی ادارہ ہے اور اس کا کوئی بھی عہدیدار یا رکن مہربان فاونڈیشن کے دفتر کے لیے وقف ہونے کے لیے کسی معاوضے کا دعوی نہیں کرے گا اور فاونڈیشن کی رکنیت اعزازی ہوگی۔ البتہ فاونڈیشن کی ایگزیکٹو کمیٹی بوقت ضرورت کسی کا معاوضہ مقرر کرسکتی ہے۔

MEMORANDUM & ARTICLES OF ASSOCIATION OF
MEHRBAN FOUNDATION

AIMS AND OBJECTIVES OF FOUNDATION:
Mehrban Foundation, Office: Masjid Syeda Fatima, St# 2, Dukan Stop, Main Golra Railway Station Road, E-13, Islamabad.
Shall perform all activities and make all-out efforts to manage the day-to-day affairs of the Foundation and to administer / look after the properties / institutions / facilities and assets undertaken by the Foundation. The Foundation shall have & confine its activities to the following objectives;
RELIGIOUS OBJECTIVES
- To promote Islamic ideology.
- To establish a network of schools at Primary & Secondary level on pattern that provides religious education along with formal school education and vocational education.
- To educate for after death rescue of all human beings,
- To induce Islamic values in general public through preaching,
- To establish new mosques and Deeni Madaris etc,
- Mehrban Foundation will also undertake administration of institutions located in Islamabad Capital Territory, which are handed over to it for administrative purpose,
- To diffuse basic knowledge of Islam and to guide the inhabitants of the locality to solve their religious problems in the light of Qura’n, Hadith and Sunnah,
- To provide a platform for the locality for Socio – Islamic activities and promulgation of Islamic teachings and educate the residents about latest problems in the light of Islam,
- To arrange classes of Qira’t for the children of the locality and lecturers for tableegh,
- To arrange Haj & Ummra on charity basis and
- To publish Magazines, Journals & Periodicals etc. for the promotion of health care & Islamic ideology.
MEDICAL / HEALTH OBJECTIVES
- To establish a medical dispensaries at prospective sites,
- To arrange free medical camps etc.,
- To establish allied facilities for human welfare and
- To arrange ambulance / conveyance service for patients. For this purpose, the Foundation will import Ambulances and other vehicle under amnesty of Custom Duty etc.
SOCIAL OBJECTIVES
- To create among human beings a relationship that goes beyond the boundaries of color, caste, race & creed and creates peace and harmony on this global village, in place of hatred and apartheid,
- To prepare a team of Scouts / Volunteers for achievement of objectives of the foundation,
- To arrange group marriages of poor girls,
- To establish sewing and vocational training centers for ladies of the locality.
- To arrange modern / computer age education for the students of religious education.
- To combat against the bolts from the blue like floods, earthquakes and epidemics etc. throughout the globe (for this purpose, active Scouts / Volunteers of this foundation will be trained and sent abroad to work for the betterment of suffering humanity),
- To assist financially to orphans and widows etc through Zakat, Alms & Sadqat,
- To cooperate with other Societies, Organizations, Foundations and Trusts of similar nature and of the similar type already established.
- The Foundation is a charitable one and none of its office bearer or member shall claim any remuneration for the time to be devoted for the office of the Foundation and membership of the Foundation shall be honorary.
The Executive Body of the Foundation may set forth new but to some extent similar aims and objectives arising due to changing needs of the era.
MEMBERSHIP:
Any person agreeing with the aim and objectives of the Foundation, upon submitting application form along with a sum of Rs. 500/- in lump sum will be eligible for membership of General Body of the Foundation. However, no person shall become a member of the Foundation until and unless approved by the Chairman. The Chairman of the Foundation may reject one’s application for membership without assigning any reason. However, no subsequent Chairman shall exercise this privilege exclusively.
ELECTION:
The Foundation shall hold its election of Executive Body after three years. However, the role of General Body will be prepared / revised every year.
- The election shall be by voting. Every member shall have right to one vote
- In case of tie, the preference would be given to the previous office bearer or the Election authority would decide in case of other category.
- Members seeking election shall have to fill nomination papers at least two weeks before the date fixed for election.
REMOVAL OF THE OFFICE BEARERS:
- If the executive body considers the activities of any member prejudicial to the aims and objectives, such member shall be removed from membership on recommendation of simple majority of the Executive Body of Foundation, in a meeting.
- A person shall cease to be member of the Foundation on his death.
- A person shall cease to be member of the Foundation on becoming insane.
- A person shall cease to be member of the Foundation on approval of his resignation accepted by the Chairman and notified by the General Secretary.
- A person shall cease to be member of the Foundation if he / she remains absent in three consecutive meetings of the Foundation, even after receipt of meeting notice.
- The Executive Body will be entitled to disqualify and similarly is empowered to restore the membership of any person.
- The Chairman may terminate one’s membership without assigning any reason. But of course, this privilege will neither be exercised frequently.
GENERAL BODY
- There will be a General Body of the Foundation comprising of unlimited members.
- Any adult Muslim of sane mind residing in the locality having paid at least Rs. 300/- per month for last six months will become a member of General Body.
- All members of the General Body will have to pay Rs. 300/- per month.
- Persistent default of monthly subscription for Six (6) consecutive months will terminate the membership of General Body.
- Roll of General Body maintained by the General Secretary will be final proof of one’s being a member of the General Body or otherwise.
- The General Body shall meet at least once in the first fortnight of each calendar year.
- There will be no quorum of the General Body.
- The General Body will elect the office bearers and members of the Executive Body.
- The General Body will observe and comment upon the audit reports, annual budget and will give suggestions for the management, maintenance and improvement of Mosque.
- The routine yearly meeting of the General Body will be called under the signature of the General Secretary.
- The General Secretary may call the Emergency Meeting of either Body.
- One-third members of the Executive Body may request the General Secretary to call Emergency Meeting of the General Body or the Executive Body.
FUNCTIONS OF THE GENERAL BODY:
The General Body will be the total enrolment / enlistment of the Foundation. The record of General Body shall be maintained by the General Secretary of the Foundation. The General Body shall meet at least once every year to transact the following business:
- To oversee the performance of the Foundation and the Executive Body.
- To discuss the important matters of the Foundation.
- To elect the Office Bearers of the Executive Body.
- All highly important matters will be decided either in the General Body meeting or the Executive Body will take General Body into confidence in the matters of grave importance / urgent nature.
EXECUTIVE BODY
- The Executive Body of Foundation will comprise Eight (07) office bearers / Member.
- The number of office bearers of the Executive Body may be increased or decreased by majority of votes by General Body.
- Persons seeking election shall have to fill nomination papers at least two weeks before the date fixed for election and submit with the General Secretary.
- There will be no embargo upon the members of the Executive Body to take part in election for next term.
- The present office bearers of the Foundation / signatories of this Memorandum and Articles of Association are the founders of this Foundation and they shall remain in their office for a term of one year plus remaining calendar year where after election shall take place in the first fortnight of the calendar year.
- An office bearer / member of the Executive Body will cease to be an office bearer / member (as the case may be) if he dies during the period of his office or resigns or is found working against the ideology of the Foundation or found culprit of moral destitute or he is removed through a resolution passed by Executive Body.
- The Executive Body shall meet quarterly to discuss affairs and administration of the Mosque, to confirm the minutes of the last meeting, to approve the report of the last meeting and to plan for the coming quarter.
- Quorum of the Executive Body will be 2/3 of the total number of the body.
- Executive Body shall fill in any vacancy occurring during its term.
FUNCTIONS OF THE EXECUTIVE BODY:
The Executive Body shall meet at least once in three months to transact following business:
- To confirm the minutes of the last meeting & to approve the report of the last meeting.
- To plan for the coming quarter to achieve the objectives of the Foundation.
- To observe the audit reports.
- The Executive Body shall fill in any vacancy by whatsoever reason it becomes vacant, occurring during its term by simple majority vote.
- The Executive Body may delegate some of its powers to any individual office bearer or Sub Committee for the development or fair work of the noble cause.
